I'm rebuilding my XXXS for the first time (bought second hand already assembled) and i'm about to install a new yellow belt, however, i don't know what the correct tension should be.

The instructions state that the belt should be able to move 6-9mm up and down but do Team Losi mean a total of 6-9mm of movement or should i be able to pull the belt up 6-9mm and push it down 6-9mm?

It means that in total the belt should be able to move 6-9mm. I would just have the belt tensioner set in the middle.

you can never set your belt perfect right off the bench (not normally anyway)

set it how Chris said, run it, if it only skips a few times under heavy braking then its fine. if not, adjust.

one tip is to replace the 'button' head scres in the tensioner with the 'cap' head screws, it just allows you to tighten it better, might just be in off road that this is needed but it does not hurt to be safe
