I've never got to see or drive one of these cars, but i read a post by Steve Cann saying that touring cars haven't come close to beating the pro 10 lap record at west london.
So why don't we get these going with some new rules such as:
1. Max MAH cell capacity
2. Control Rubber tyres
I'll get one of these missiles if others are interested

It would be good to see them going again, 1/10th pan cars is the top class at my local club thanks to the associated RC10L3T and it would be good to see more of them around. The problem would be getting enough racers to by one and run them, especially as it's all about learning to drive them properly rather than setup, just like 1/12th scale.
Regarding your rule proposals.
Cell capacity limit. As the 22 lap West London record was from the days when 2000mah was considered huge and could last the length of a race with a 10 turn motor putting even a 3000mah limit would not actually be a limit.
A bit difficult to have a control rubber tyre, as they don't run on rubber tyres. Some of the oval racers use rubber capped foams but apart from those, Pro 10s run on foams. Remember they are just bigger versions of 1/12th scale cars. Although we always had a set of Tamiya caps on a set of foams in case of wet weather - gave more grip than the foams did in the dry!
There are more models ready to hit the market, these all being run on Touring wheels (rubber or foam), so to make if fair for all you would have to restrict the tyre width.
Current Touring car foams are 26mm front and 30mm rear.
Also what killed the class in the passed at Aldershot was the need to run those wedge shells or the Protoform Porsche GT1 with the rears cut out fully, until they appeared we had loads of Viper's, Corvette's, Camaro's, GT40's, Lotus Elise's etc with the rears cut to the bumper line.
I run an F103GT with the Tamiya LMP Courage shell (and LiPo 4800 pack), I do not consider this to be a wedge, and it is only 190mm wide.
