I have just purchased a Team Orion Pilot Motor 15 turn
for my Pan Car! Is this a modified or a stock ?
As u know i know not much about RC cars, is this a good motor ? &
do i have to obtain a ESC which has a limit of 15 or could it be slightly
more (18?)

I believe it's a mod motor. Someone correct me if I'm wrong.
You will need a ESC which has a motor limit of 15 turns or less (i.e 10 turn). If you go higher, like 18, you risk running the ESC too hot or blowing it up.

it is a budget mod with a sealed end bell,all that can be changed is the brushes,to clean the armature use plenty of cotton buds with motor spray and a comm stick

If it is a sealed can and endbell and is second hand, the chances are the comm will not be in very good condition. You used to be able to get lathes that were capable of skimming these by clamping the motor, removing the brush hoods and inserting the tool in the gap. However due to stocks becoming rebuildable around 5 years ago this practice is no longer necessary and so the chances of finding someone local to you to do this are slim.
Anyone reading this who has such a lathe and could skim if for you would be a useful person to know!

There is a way to get the endbell off that motor and skim the beast back to life!
